In what cases must the social insurance book be re-issued?
Pursuant to Clause 2, Article 46 of Decision 595/QD-BHXH 2017, the social insurance book will be re-issued in the following cases:
* Re-issue of social insurance book including cover and separate sheet: If the employee falls into one of the following cases:
– Loss or damage of social insurance books;
– Combine social insurance books;
– Change the number of social insurance book;
– Change last name, first name, middle name;
– Change date, month, year of birth;
– The employee has enjoyed one-time social insurance but has not yet enjoyed the unemployment insurance payment period.
* Re-issuance of the cover of the social insurance book: If the cover of the book has incorrect information about gender and nationality.
* Re-issuance of separate sheet of social insurance book: If the loose sheet is lost or damaged.
Procedures for re-issuance of social insurance books online
Currently, in order to simplify administrative procedures and create convenience for participants of social insurance, Vietnam Social Security has integrated the service of re-issuance of social insurance books in some cases on the Public Service Portal of Vietnam Social Insurance and the application. VssID. Accordingly, employees can apply for re-issuance of social insurance books online in cases where their social insurance books are lost or damaged; or change information about full name, gender, date of birth.
As for the remaining cases, employees still need to directly apply for the re-issue of social insurance books from the social insurance agency.
Procedures for re-issuance of social insurance books due to loss or damage
In this case, the employee can do so on both the Public Service Portal of Vietnam Social Security and the VssID application.
To carry out this procedure, the employee must first register an electronic transaction account with the social insurance agency or VssID account and be given a corresponding password.
VssID application:
Employees perform the following actions:
Step 1: Log in to your VssID account with your social insurance number and password issued by the social insurance agency.
Step 2: At the Personal Management page, select Public Service.
Step 3: Choosing Re-issue of social insurance book does not change information.
Step 4: Select to receive results via postal service and enter a specific address.
Step 5: Press send.
According to Decision 595/QD-BHXH, the time to process the re-issuance of social insurance books is up to 10 days from the date the social insurance agency receives the complete dossier. Thus, after completing the above procedures, it will take about 10 days or a few more days for employees to receive a new social insurance book.

Similar to the above, after about 10 days or a little longer, employees will receive social insurance books from postal staff.
