Parallel highways Ho Chi Minh City – Long Thanh – Dau Giay start April 2017 under BT contract (build – transfer), total investment is 869 billion VND. The project consists of two parallel sections built on the right of the highway, 20 m wide, 4 lanes. In which, the first section is 2.7 km long, connecting Mai Chi Tho Boulevard through Do Xuan Hop Street. The remaining section is more than 600 m, connecting the D11 route through Ring Road 2. The project is expected to be completed after 24 months, contributing to reducing traffic pressure at the intersection An Phu and speed up the investment progress of projects serving resettlement for Thu Thiem New Urban Area. However, after 5 years of construction, the road is still unfinished. Vehicles from the city center still have to focus on An Phu intersection and follow the highway through Nam Rach Chiec residential area, making the above road often congested.

According to a leader of Ho Chi Minh City Department of Transport, the project has reached about 80% of the volume. However, in the past time, the contractor has been working in moderation because the ground of the underground area of ​​​​Ba Dat bridge (An Phu ward) and the end of the route (Phu Huu ward, Thu Duc city) have not been completed. In addition, the project is also awaiting review and settlement of procedures for land fund payment under the BT contract.

Before that in 2015, Nam Rach Chiec Co., Ltd proposed to do the above parallel line project in the form of public-private partnership (PPP), BT contract. One year later, the City People’s Committee decided to assign the above unit to implement the project in the form of appointment in special cases (Article 26 of the Bidding Law), after being approved by the Government.

On April 28, 2017, the BT contract between the city government and the investor was signed, but in addition to Nam Rach Chiec Co., Ltd, Tien Phuoc Real Estate Joint Stock Company and the joint venture implemented. This consortium then established Nguyen Phuong Real Estate Co., Ltd. as a project enterprise, taking over the performance of the contract.

Next, Mr Tran Vinh Tuyen, now Vice Chairman of Ho Chi Minh City People’s Committee, signed a decision approving Nguyen Phuong Company to use land areas with a total area of ​​more than 14.8 hectares in the Resettlement Area in the 90-hectare residential area Nam Rach Chiec, An Phu Ward, District 2 (now Thu Duc City). However, according to the State Audit’s conclusion regarding this project, at the time of making the decision to allocate land for payment, the city had not determined the value of land use rights for other projects. By the end of August 2019, the contract for the construction of a parallel route project expired, but the parties have not completed the extension procedure… Therefore, the audit agency proposed the Ho Chi Minh City People’s Committee to direct the department to consider it. , adjust the BT contract in terms of implementation time and project value according to the inspection results.

Currently, the People’s Committee of Ho Chi Minh City has assigned the Department of Natural Resources and Environment to advise the city to recover the land areas that have been assigned to pay for the BT contract. The city also requested Nguyen Phuong Real Estate Co., Ltd. to comply with the audit conclusion in reducing the payment of investment costs, BT contract value, value-added tax…

“In order to speed up the progress, we have asked Thu Duc City to determine the completion time for compensation and site clearance because this is the basis for adjusting the project implementation time,” said a representative of the Department of Transport. download said.

The city’s Departments of Planning and Investment, Natural Resources and Environment are focusing on completing such contents as the project feasibility study report; determining land value, granting land use right certificates at the project… in order to ensure the feasibility of the financial plan, reduce costs incurred due to delay in progress.
