The defendants are members of the terrorist organization “Provisional National Government of Vietnam” operating in Ho Chi Minh City, Dong Nai, An Giang, Dak Lak, Dak Nong, Lam Dong, Phu Yen and Kon Tum.

According to the prosecution, the terrorist organization “Provisional National Government of Vietnam” led and commanded by Dao Minh Quan was established abroad, engaged in many distorting propaganda activities, armed riots against the State. .

Appointed as ‘Lieutenant General, Deputy Minister of Finance’ Lam Ai Hue attracted and colluded with Tran Thi Ngoc Xuan (53 years old, residing in Ho Chi Minh City).

Around March 2018, Xuan actively carried out propaganda activities for the organization, enticing and guiding 6 people to register to participate; arbitrarily taking other people’s personal information to register to conduct a “referendum” for Dao Minh Quan, Xuan was sent USD and Canadian dollars by this reactionary organization.

In November 2018, despite being invited by the police to work and remind him, the defendant did not change but also became more active and more serious.

In particular, on February 19, 2019, taking advantage of visiting poor households in Tam Binh ward, Thu Duc city, Xuan brought 5 sets of reactionary propaganda materials to distribute to households here. .

In Dong Nai, in July 2019, Luong Thi Thu Hien (54 years old) was appointed as the Regional Representative of Districts 4, 5, 6 in Ho Chi Minh City.

Under the direction of a reactionary organization, Hien carried out many anti-national activities such as: propagandizing and enticing others to join the organization; contacted many acquaintances, saying that they are participating in a foreign organization that is engaged in charitable activities, granting land and housing to the poor, so they need to collect information to register with the organization. Many followers have provided personal information to Hien, in fact Hien used to register for a “referendum” for Dao Minh Quan.

Defendant Nguyen Thanh Xoan (50 years old) actively propagated and disseminated on his personal Facebook and printed and distributed about 172 documents “Constitution of the Third Republic of Vietnam” and many other reactionary documents.

The case of defendants in the provinces of An Giang, Dak Lak, Dak Nong, Lam Dong, Phu Yen and Kon Tum such as Tran Van Long registered to become members of the organization via the internet. Not only that, the defendants also invited their relatives to join.

In which, Y Hon Enuol and Y Tup Knul participated actively and enthusiastically. Y Hon Enuol made a list of 142 people to conduct the “referendum”.

Having twice joined the reactionary organization FULRO, defendant Y Tup Knul was prosecuted by the Dak Lak Provincial Police for “undermining the unity policy”. However, after being released, Y Tup Knul continued to participate in Dao Minh Quan’s reactionary organization.

Based on the documents and evidences in the case file, the results of public questioning and litigation at the Court, there are grounds to conclude that the defendants’ criminal acts such as the indictment, the right person, the right person. sin.

The acts committed by the defendants fall under serious or particularly serious cases; directly affect the political security situation in many provinces and cities; affecting the existence and sustainable development of the people’s government, it is necessary to have a severe sentence for deterrence and general prevention.

After consideration, the trial panel sentenced defendant Xuan to 13 years in prison, defendant Xoan to 12 years, and defendant Hien to 11 years in prison; The remaining defendants also received 3-10 years in prison. In addition, all defendants are subject to 2 or 3 years of probation.

As for Dao Minh Quan, because he is abroad, the Ministry of Public Security issued a wanted decision on the charge of “terrorism aimed at overthrowing the people’s administration”.
