Party General Secretary Nguyen Phu Trong has just signed and promulgated Resolution No. 15-NQ/TW of the Politburo on directions and tasks to develop the capital. Hanoi to 2030, vision to 2045.
Accordingly, the goal by 2030, Hanoi is a “Civilization – Civilization – Modern” city; to become the center and driving force for the development of the Red River Delta, the northern key economic region and the whole country; Deep international integration, highly competitive with the region and the world, striving to develop on par with capitals of developed countries in the region.
Vision to 2045, Hanoi is a globally connected city, with a high standard of living and quality of life, with a GRDP per capita of over USD 36,000; economic, cultural and social development is comprehensive, unique and harmonious; typical for the whole country; has a level of development on par with capitals of developed countries in the region and the world.
To accomplish the above goal, there are 8 tasks and solutions outlined. In which, improving the quality of planning work, strictly implementing planning management; to step up the construction of synchronous infrastructure, urban development and management; exploit and use resources efficiently and protect the environment.
Regarding socio-economic infrastructure, focus on investing in developing and upgrading the capital’s socio-economic infrastructure system in a comprehensive, synchronous, modern and effective manner.
In which, focus is on properly allocating and prioritizing capital sources from the state budget, combined with promoting the mobilization of social resources for infrastructure projects, especially in the form of public-private partnerships. PPP), associated with promoting decentralization and decentralization for the Capital.
Promote the development of a synchronous and modern transport system; complete the construction of national highways, highways, ring roads, system of connecting roads within the region and inter-region according to planning, synchronously with planning of architecture, landscape, construction of civilized urban areas, modern; speeding up urban railway projects; invest in building more bridges across the Red and Duong Rivers.
The resolution clearly states, strives to complete the Ring Road 4 before 2027 and prepare to invest and build the Ring Road 5 before 2030.
Expand and upgrade Noi Bai international airport; to study and build one more international airport to meet the development requirements of the Capital region and the Northern region.
