Launched in 2011, Thai Binh 2 Thermal Power Plant, located in Thai Thuy district, Thai Binh province, has the largest capacity (1,200 MW) in the Northern Delta region with a total investment of 41,799 billion VND. one of the key projects of the power industry at Thai Binh Power Center.

However, during the implementation process, the project encountered many difficulties and obstacles, occurred many violations that had to be handled, along with the long time the project was delayed and stalled (from 2018 to 2018. 2021).

Decided highest focus to start the project soon

With the goal of not losing state assets and contributing to ensuring national energy security, the Politburo, the Secretariat, the Government Standing Committee, and the Prime Minister have made many conclusions and directions. to remove difficulties and obstacles in the implementation process so that PVN can soon complete and put the project into operation.

Since taking office, continuing the work of the previous term, the Government and the Prime Minister have had many meetings, worked, directed, considered and resolved the outstanding problems and problems with the Government. The goal is to soon complete the construction investment and put the project into operation and use.

The Prime Minister also assigned Deputy Prime Minister Le Van Thanh to directly direct and urge this task. Up to the beginning of April, Deputy Prime Minister Le Van Thanh had directly visited the factory site 4 times.

After many meetings of leaders of the Government, ministries, departments, sectors and the investor, PVN, to remove the project, the project has been rebuilt from the “freeze” position for many years.

The working group of the Government, the Vietnam Oil and Gas Group, ministries, branches and Thai Binh province, especially the collective of officials, engineers, workers and workers directly on the construction site have been decisive and practical. efficiently perform assigned tasks and tasks.

According to the report of PVN’s General Director Le Manh Hung, the project had encountered many difficulties, even legal problems, although it has been disbursed over 35,000 billion VND, but there has been no progress over the years. almost stopped construction from August 2018.

Recently, with the direct, drastic and close instructions of the leaders of the Party, State, Government and Prime Minister, encouragement, sharing responsibility, solving difficulties and problems motivated and pressured agencies with faith, striving to overcome difficulties and challenges, gradually restoring the project. Up to now, the project has been gradually controlled, gradually “revived” and completed important milestones.

The actual progress of the project at the present time has reached more than 93%; disbursement reached 84.91% (12,776 billion VND and 1,041.77 million USD equivalent to 35,491 billion VND/41,799 billion VND of total investment).

The remaining work of the project is focused on testing, acceptance and completion of the coal transportation system.

On February 23, 2022, the project completed the first oil burning milestone of Unit 1. The plant tested reverse energization by oil on May 6 and is expected to burn coal for the first time on June 16. . It is expected that on May 8 or May 9, the project will connect to the grid with oil from Unit 1.

The Vietnam National Oil and Gas Group is striving that by November 30, 2022, it will commercially operate Unit 1 of the Plant and commercially operate the entire Plant on December 31, 2022.

However, there are still many difficulties ahead, the next milestones of the project will be a huge challenge for the investor and general contractor, as the equipment has been installed and not used for a long time. , despite the efforts of the parties to preserve, but before the test run, it is necessary to check and maintain, especially in the case of replacement…

The corporation, contractors and forces on the construction site are committed to making the most determination and efforts to complete the project on schedule, Mr. Le Manh Hung affirmed.

Do not use additional State budget for the project

Speaking here, Prime Minister Pham Minh Chinh stated that the research and investment in the Thermal Power Center in Thai Binh shows that the Party and State leaders are very interested in the Red River Delta and Thai Binh province in particular and the locality. made important contributions in the resistance wars, including ensuring food security and continuing to develop agriculture after the war. This is something that has been studied and calculated carefully in many aspects. After 11 years, we have basically completed the project.

At the meeting 7 months ago, PVN proposed to allocate more state capital to complete the project. Standing Government and agencies have clearly stated their determination to overcome difficulties and complete the project. In the difficult situation, the Government Standing Committee and agencies decided not to use the State budget but restructure the capital source of 41,799 billion VND of the project; at the same time closely assess the situation to reorganize the work; redeployment of personnel; Ministries and branches are involved and the Government and Prime Minister must directly direct.

In just 7 months, the work has had many positive changes. The Prime Minister warmly commended the Committee for Management of State Capital at Enterprises and especially PVN, related units, contractors, officials and workers on the construction site for working day and night, leading and directing. , organize work and restructure capital sources, overcome limitations, weaknesses and inadequacies.

6 lessons learned from “reviving” the project

The Prime Minister highlighted a number of lessons learned from the project. First of all, one must grasp the actual situation and properly assess the actual work situation to come up with appropriate goals, tasks and solutions.

At the same time, the work must be carried out with high determination, great effort, drastic action, focused leadership, methodical and unified direction.

In particular, the Prime Minister highly appreciated the efforts, efforts and responsibilities of PVN, which has determined to restructure, use thriftily and effectively capital resources, on the basis of sharing difficulties with the State and the people. .

The Prime Minister emphasized that in the context of rapid recovery and sustainable socio-economic development after the COVID-19 epidemic has been controlled, the economy’s electricity demand is very large, putting the plant into operation will contribute to the economic growth of the country. an important part in ensuring electricity supply for the economy.

The Prime Minister suggested continuing to carry out work so that the project could soon come into operation and connect to the national power grid, contributing to the development of Thai Binh province and the whole country.

On the basis of lessons learned from Thai Binh 2 Thermal Power Plant, the Prime Minister requested agencies to research and apply to remove difficulties and obstacles with the Long Phu 1 Thermal Power Project in Soc Trang and a number of others. Other projects are behind schedule.

It is expected that, after being completed and put into operation, the plant will annually supply over 7.2 billion kWh of electricity to the national power grid, contributing to ensuring national energy security.

Besides, when put into operation, this project has great significance for socio-economic development, contributing about 1,000 billion VND per year to Thai Binh’s budget. This is also the desire of the Party Committee, government and people of Thai Binh province.
