Focus on implementing and creating clear changes in 3 strategic breakthroughs in institutions, human resources and infrastructure systems. In particular, it is necessary to focus on creating a breakthrough in the development institution, first of all, the institution for the development of a socialist-oriented market economy.

To achieve the set goals, the Prime Minister emphasized that the first task is to maintain independence, sovereignty, territorial integrity, socio-political stability, create a foundation and favorable conditions for development. develop an independent and self-reliant economy associated with extensive international integration. Concluding his speech, the Prime Minister highly appreciated the performance of Fulbright University and the Senior Management Leadership Program (VELP) jointly implemented by Harvard University and Vietnamese Government agencies.

At the policy discussion, Harvard professors made many development-oriented proposals for Vietnam in the 21st century.

Professor David Dapice, who specializes in economics, said that the weakness of Vietnam is that most of the production materials are imported from Vietnam. Along with that, the peculiarity of Vietnam is that there are many remote provinces that do not have favorable infrastructure, making it difficult to attract FDI.
