The Ministry of Education directs the reinstatement of vice president of Ho Chi Minh City University of Technology and Education

The Ministry of Education and Training said that it had received a report from Ho Chi Minh City University of Technology and Education on the implementation of Conclusion No. 07-KL/BCĐD dated May 13, 2022 of the Party Personnel Committee. The Ministry of Education and Training has the following comments:

Regarding the content of “implementing necessary procedures to restore legitimate rights and interests of Dr. Truong Thi Hien”.

After the decision No. 3815/QD-BGDĐT was issued on recognition of the Council of Ho Chi Minh City University of Technology and Education for the term 2020 – 2025, from November 20, 2020 to March 16, 2021 (the date of the Chairman of the Association). signed Notice No. 07/TB-HDT), Ms. Truong Thi Hien has not made a decision on dismissing or dismissing the position of Vice-Principal and still enjoys the regimes, policies and powers of the Vice-Principal.

Therefore, the restoration of the legitimate rights and interests of Ms. Truong Thi Hien is counted from the date the school ceased the regimes, policies and powers until now.

The Ministry requested the person in charge of the school to strictly implement the Conclusion No. 07-KL/BCSD dated May 13, 2022 of the Party Personnel Committee.

Regarding the content “assigning the acting principal (or vice-principal) with a time limit of 3-6 months to deal with urgent requests”.

According to the Ministry of Education and Training, based on Clause 10, Article 1 of the Law amending and supplementing a number of articles of the Law on Higher Education (Law No. 34): “The school council works on the principle of collective work and makes decisions by majority. , unless the university’s regulations on organization and operation stipulate a higher percentage of votes; the decision of the university council shall be expressed in the form of a resolution”.

The Ministry of Education and Training requested the School Council Secretary to ask for opinions on the content of assigning the Vice Principal to be in charge of the school of the School Council members who have not attended the meeting on May 27, 2022; hold a meeting of the School Council to decide on the assignment of the Vice-Principal in charge of the School in accordance with the “majority” provisions of Law No. 34.

The Ministry of Education and Training requires Ho Chi Minh City University of Technology and Education to seriously and urgently complete the above contents before June 15 and report the results to the Ministry.

Previously, the Ministry of Education and Training requested the Secretary of the Council of Ho Chi Minh City University of Technology and Education on behalf of the University Council to immediately sign the notice of revocation of Notice No. 07/TB-HDT dated March 16, 2021. under the direction of the Ministry and on the basis of the resolution of the School Council at the meeting on April 13, 2022, the deadline for completion is May 17, 2022. The person in charge of the school shall carry out the necessary procedures to restore the legitimate rights and interests of Dr. Truong Thi Hien, the deadline for completion is before May 30, 2022.

The Ministry of Education and Training also requires the Council of Ho Chi Minh City University of Technology and Education to agree to assign the acting principal (or vice-principal in charge) with a time limit of 3-6 months to deal with urgent issues of the University of Technology and Education of Ho Chi Minh City. school and perform other tasks as prescribed by law, completed in May 2022.

After the request of the Ministry of Education and Training, the Party Committee of Ho Chi Minh City University of Technology and Education introduced a staff member to be in charge of the school. However, when the School Council voted, the approval rate was not enough to make a resolution, so the election of the school administrator has remained deadlocked so far.

In the past year, Ho Chi Minh City University of Technology and Education did not have a principal, a Party secretary, or a President of the University Council. The organization of personnel at the leading technical training school in the South is said to have “complex contents”.
