Pham Anh Duc, Chief of the Office of the Party Committee and Government of Tran Yen district, Yen Bai province, said the incident happened at noon on May 14 at Bong Sen private kindergarten class (Nhan Nghia village, Bao Dap commune). This private unit has just come into operation since 5/5.
According to Mr. Duc, through initial verification, the 27-month-old boy wet the bed, cried and refused to take a nap even though the teacher comforted him. “The teacher said to cover the head with a black bag to make it easier for the baby to sleep,” Duc said, noting that the teacher’s behavior was offensive and caused public discontent.
Mr. Duc said that the leader of Tran Yen district had directed Bao Dap commune to coordinate with the police agency to verify and clarify the above case to handle the teacher’s behavior. “Currently, the baby is having health problems, the family promises to work with the authorities when he recovers,” Mr. Duc said.
