People said that taking advantage of the fact that many addicts come here to drink Methadone every day in the morning, the subjects have connected users to trade and exchange drugs. The Center for Disease Control No. 3 in Hoa Binh province was in operation 10 years ago. A representative of the center said that they had information about drug trafficking but could not intervene.

The house at level 4 is right next to the central street of Tran Hung Dao, outside there is a sea of ​​refreshments, coffee, and ice, but people go in and out constantly just to buy drugs. On average, about 30 people come here every hour.

People said that in this house, there are 3 people who have been selling drugs for more than half a year. This is a regular source of drugs for many retailers at the gate area of ​​the Methadone Treatment Center. Some people, after receiving the white packages, also quickly went to the nearby area to use it.

The leader of Hoa Binh Provincial Police said that for this situation to happen, the responsibility of the police force at the grassroots level, specifically the ward level, has not been really thorough and definitively handled. Over the past time, Hoa Binh Provincial Police have dismantled many points and places of complicated drug trading. Even at the locations where the group of News reporters recorded, many subjects were arrested, but there are still phenomena that cause frustration and insecurity among the people.

According to statistics of the Ministry of Public Security, there are more than 246,000 drug addicts nationwide with management records, the actual number may be many times higher. The situation of organized crime, harboring and enticing others to illegally use drugs, forming drug trading dens between residential areas from rural to urban areas is still complicated.
